Hello Jeff, Hopefully I can clear up some confusion here. Normally we do not allow clients to "create" their own surrogacy program at our company. There are a challenges in surrogacy and without having experience in managing surrogacy cases there is a lot of risk. Most of that liability falls on my company hence we charge an additional 12,000 USD to cover said risk. The additional charge has nothing to do with you being a foreigner. With that said we will be changing our policy now to simply not allow outside surrogacy to be done at our company. Hopefully this will prevent others from have the same negative experience you had.
